Just under the deck.
With the entire deck removed we begin to see the extent of rot, which would have began to cause some structural instability and leakage into the lower floors before long.
Without firm barriers like flashing and proper paint coating, water can eventually find its way into the very interior parts of structures.
Along the coast of Maine, with such moisture in the air, many structures can have this kind of damage just underneath the surface. ( See Home Analysis )

A thorough weatherproofing job to prevent water damage from occurring again.
An attractive stain on the deck.
The view to the other side.
